COMMISSIONING SERVICES
In order to provide our clients with a turnkey service
we can provide any of the services as listed at right,
tailored into a package to meet the clients requirements. These
services would be formatted
in a turnkey manner, to take the project through planning,
procedural, engineering and site completion.
Planning
In conjunction with the client, Hydraulic Systems will carry out project
planning for the required workscopes.
Procedural
Preparation of all required site procedures. From a pipework
pre-commissioning viewpoint all required workscope specific
procedures are already in place as Hydraulic Systems standard operating procedures.
This is to cover the requirements of:
- Chemical cleaning, carbon steel, stainless steel and exotic materials
- Retro-jetting
- Hydrostatic testing
- Hot oil flushing
- Pigging
- On site certification
Specific to project procedures:
- Hydrotest packs
- Flushing packs
- System commissioning procedures
Installation
Hydraulic Systems can provide complete tubing installation services on
site.
This to include the
supply of all:
- Materials
- Personnel
- Equipment & Tools
If required and as is quite commonly the occurrence within construction
yards, Hydraulic Systems will provide only supervisory personnel to work in conjunction
with the yard piping personnel to facilitate the installation.
Pre-Commissioning Services
Dependant upon the system requirements for pipework pre-commissioning
any or all of the services below can be provided:
- Hydrostatic testing (Currently to 20,000 psi)
- Hot Oil flushing
- Site certification
- Retro-jetting
- Chemical cleaning
- Provision of all required calibrated test equipment and laboratory
equipment to complete this task on site
- At completion of workscope certification will be issued from our
ISO 9002 QA system.
Equipment provision.
From our site equipment inventory we would select and provide onto site required equipment from the groups listed
below.
- Hydrostatic test pumps
- Calibrated chart recorders
- Calibrated test gauges
- Hot oil flushing units
- Chemical tanks
- Chemical pumps
- Laboratory kits for site certification
- Hose and fittings pack ups as required to complete workscope.
Prior to mobilization during the planning stage the system
drawings would be reviewed in conjunction with the pre-commissioning
requirements.
From this an equipment schedule for project will be completed
and dispatched to site.
Commissioning Services
Supply of personnel required
for project completion
Dependant upon the system requirements for pipework pre-commissioning
any or all of the services below can be provided:
- Project or Client function test certification or Mechanical Completion
certification.
- Required Pre-Commissioning requirements for both packaged equipment
and site installed system. This will include as required ensuring
the completion of hydro-testing, chemical cleaning, hot oil flushing
and certification. Ensuring that this is completed in accordance
with the required client and industry standards.
- Prepare or ensure that hydrotest, chemical cleaning, and hot oil
flushing packs as required are included as part of the commissioning
documentation.
- Requirements of packaged equipment suppliers for mechanical completion
including liaison with sub vendors to ensure that their requirements
for presence on site is co-ordinated.

- Review of vendor package documentation to ensure that project
requirements are met and that proper procedures are in place to
ensure that package and system integrity is maintained throughout
project.
- Ensuring that the system is function tested hydraulically to the
full load requirements that it would see in service.
- Ensuring that the system is fully tested operationally and to
the requirements of the original equipment vendors, operators and
third party certification authority.
- Ensuring that the requirements for third party inspection of system
commissioning is met. Required hold points will be
included in the procedures after discussion with third party representatives.
- Ensure that as required preservation is carried out for system storage periods.

These personnel to include as required:
- Site Superintendent / Co-ordinator
- Site Supervisors
- Lead technicians for package completion
- Site or base engineering personnel as required.
Supply of equipment required for project completion
- Calibrated hydraulic test equipment
- Hose and fittings package as identified to meet requirements of system commissioning.
Hydraulic consultancy and engineering
We provide engineering back up services to any ongoing
project from our St. John’s or Dartmouth facilities.

HYDRAULIC MAINTENANCE
Information Gathering
As part of any hydraulic maintenance contract we would
prior to requirements for contract start gather the system
information from project records. From this we would
establish contacts with system vendors and equipment
suppliers to
establish contacts if required.
Establish project spares holding
For other Hydraulic maintenance contract clients we have
established a required spares and consumables stockholding
through discussion. These spares are held either offshore,
onshore at customer warehouse or at our facility. This
spares holding would be established through a criticality
study between Hydraulic Systems and client.
Personnel availability
We would establish a maximum call out time and client
would be given access to 24 hr,
7-day call out service
for technical support both onshore and offshore. This
would include:
- Onshore engineering
- Onshore and offshore technical personnel, both at
supervisory and technician level
- Onshore and offshore test and certification facility
Equipment availability
Hydraulic Systems Limited has the largest available complement
of Hydraulic testing, hydro-testing, hot oil flushing and
certification equipment in Atlantic Canada. This is available
for use offshore for all of our clients with certain of
our equipment inventory being stored in Dartmouth, Nova
Scotia and St. John’s, NL
Service Provision
Hydraulic Systems Limited provides the following
Onshore and Offshore services within a Hydraulic maintenance
contract format.
- Component and system assessment (Onshore and Offshore)
- Component and system troubleshooting (Onshore and
Offshore)
- Component Repair and re-certification (Mainly Onshore,
but within the
scope of technicians offshore in certain
circumstances)
- Hydraulic Pump and motor repair, test and re-certification
up to 200 HP
on our in shop test facility.
- Accumulator and cylinder rebuild, test and re-certification
to the requirements
or third party certification authority.
- In house and on site fabrication, hydrotest, hot
oil flushing and certification of tube spools for offshore
installation. This in the main for modification workscopes
where pre-fabrication is a necessity to minimize system
downtime offshore
- Critical component monitoring services. This provision
is to install test points
at appropriate points to
facilitate the condition monitoring of critical components.
A periodic check is made at an interval to be agreed
upon through discussion
with project engineering. This
to identify potential component failure in critical
areas
prior to the event.
Quality Control
Hydraulic Systems Limited operates
an ISO 9002 quality control system, in order to ensure
that all aspects of our business are carried out to a
minimum quality
standard.
All of our personnel are subject to ongoing training to ensure that
we constantly improve our quality standard.
Contract Format
In normal circumstances
these type of contracts are formatted using established
and agreed rates, both
offshore and onshore for manpower and equipment. It then
becomes a call off contract normally based upon Work Task
Order – Cost, Time, and Resources estimates.We would
also normally establish a maximum mark-up for material
sourced from outside our own distributed product lines.
Material from within our own product lines would be provided
as required at the maximum discount level available for
that product. We also maintain an open book policy for
audit of contract paperwork.

HYDROSTATIC TESTING
Hydraulic Systems Limited provide a complete
service for the completion of hydrostatic test activities.
This is from the provision of procedures, test packs, equipment
and personnel to carry
out all hydrostatic test activities in a safe and economical
manner for our customers.
Equipment
Hydraulic Systems Limited maintains an inventory of test
equipment suited for
these activities including:
- Fill Pumps
- Hydrotest pumps to 60,000 PSI
- Calibrated Chart recorders to 40,000 PSI
- Calibrated
gauges to 40,000 PSI
- Fully pressure rated hose, fitting and flange systems
- 30,000 PSI test pump for site hydrotesting use
- Calibrated

HOT OIL FLUSHING
Hydraulic Systems Limited
provide a unique oil flushing service, using conventional
or our patented equipment, developed to increase operating
efficiency and reduce timescales. This equipment, and
our team of experienced technicians, provide an effective
and highly economical service onshore, offshore and overseas,
for the rapid and effective clean up of lube, seal and
hydraulic oil systems.
Our equipment is compact, transportable, may be diesel
or electrically driven and configured to work in hazardous
areas.
Conventional Flushing Units
Hydraulic Systems Limited’s conventional flushing equipment has been
developed over many years to ensure the correct parameters are achieved during
flushing operations. Flowrates up to 10,000 L/min can be achieved using Hydraulic
Systems Limited equipment.
FlowMac
Our joint
Venture partner Norson Services patented FlowMac technology
utilizing pulsing techniques allow pipe systems to
be effectively flushed in a shorter time with less
power demand and consumption.
FlowMac Nitro
Effective flushing of umbilicals or control lines up to 5km long is
carried out by Norson's compact patented FlowMac Nitro Unit. The
loading stage automatically charges the line with alternate slugs of
oil and nitrogen. When pressure is released, turbulence occurs down the
length of the line without the normal pressure drop problems
encountered with conventional flushing. |

Effective Flushing
In order for flushing to be effective:
- Turbulent flow must be achieved
- Reynolds No. must be > 4000
- High velocity required to remove contaminants
- High quality filtration must be used
Hydraulic Systems Limited’s
highly experienced technicians ensure that these criteria
are fulfilled to provide the fast,
cost-effective service.
Certification
On site certification of contamination levels to NAS 1638 and ISO 4406 are carried
out by technicians trained in manual particle counts using binocular microscopes
or automatic particle count equipment.
Conventional Flushing Units
Hydraulic Systems Limited use off-line filter units incorporating PALL high Beta
Ratio filters to provide efficient and rapid contamination removal.
